The Board of County Coamiisaioners oP Orange County met in the Diatriat Court-
room of the Courthouse in Hillsborough, North Carolina on Honday, September 24, 1973,
at 8:00 P.M.
Members Present: Chairman C. Narman Walker and Comtaiasionera Flora Garrett,
Henry S. Walker, Richard E. Whiffed and Melvin Whitfield.
Members Absent: None
S. M. f#attis, Tax Supervisor, Sill Laws, Assistant Tax Supervisor and Betty
June Reyes, Clerk to the Board, were also present.
Tha purpose of this meeting was for the Board to review the recommendations
of the Tax Supervisor and the Assistant Tax Supervisor on protest property
assessments that had been filed at the meetings oP the Board oP Equalization and
Review.

Chairman Norman Walker stated that there were a few items that he wanted to
di acuas before the Board. He advised the Board that the Clerk of Court had
requested the Board to appoint a member to the Jury Commission. The Jury Commission
is charged with the responsibility of supervising the preparation of the new jury
box. It was pointed out that the Board of Commissioners, the Clerk of Superior
Court and the Resident Judge would each mak® an appointment to the Cosr~isaion.
Chairman Norman Walker stated that Dewey King of Chapel Hill, Mrs. Ruth West of
Chanel Hill and Mr a. Althea Burt of Hiilaberough were currently sexwing ae members
of the Commission.

Commi.saioner Flora Garrott inouired of the County Administrator if the prase
had been notified oP the fast that the Commiasionera had scheduled a meeting Por
September 21}, 1973. Mr. Gattia replied that they had not been informed.
Discussion ensued.
Commissioner Flora Garrett requested that the matter be deferred until the
first Mondays meeting due to the fact that this meeting had not bean duly -
advertised. The County Administrator was instructed to plane this item on the
agenda of the October tat meeting.
Chairman Norman Walker stated that he felt that the matter of the proposed ~
Y-l}0 should be brought before the Board on October 1st as he was of the opinion
that the proposed highway would be of advantage to citizens from the Northern
part of the County in reaching-the Research Triangle area. He stated also that
he had received the results oP an environmental survey that had been completed
by the Region J Council of 4overnmenta and a draft of the environmental impact
statement that he felt the Board should aonaider. It was agreed that this item
would be placed on the agenda for October lat.
