BACKGROUND: In late 1998, the Landfill Owners' group authorized asub-committee of that group to provide direction to staff in exploring options and evaluating potential sites for a C&D landfill to replace the current facility. The existing C&D landfill is expected to reach capacity by the middle of 2000. The LOG sub-committee asked staff to evaluate potential sites near Guess Road in Little River Township and near the existing C&D landfill on Eubanks Road in Chapel Hill Township. Joyce Engineering, Inc. was retained to provide technical evaluations of both candidate sites. At this September 7 meeting, Joyce will present a report on its findings concerning both of these sites. This meeting is intended as a forum to receive the consultant's report and to afford the Board an opportunity to ask questions about the findings. A public hearing on this subject has been scheduled for the evening of Thursday, September 16 in Hillsborough to receive comments from citizens about the consultant's report and the proposed sites. While this September 7 meeting is not designed to receive public comment, the Board may wish to invite citizens to submit in writing any questions they may have following the consultant's presentation. The Clerk to the Board can collect these questions and provide them to staff and the consultant so they can prepare answers to citizen questions at the September 16 public hearing. The governing boards of Carrboro and Chapel Hill have also received written copies of the consultant's report. Both boards are considering a request from the BOCC that the towns cede their authority under the existing LOG arrangement to the BOCC regarding the decisions about the proposed Guess Road and Eubanks Road C&D sites. 1 FINANCIAL IMPACT: There is no direct financial impact associated with receiving the consultant's report. There will be extensive costs associated with the ultimate siting and development of whatever C&D landfill site is selected. However, these costs will be borne by the Landfill Enterprise Fund, with no impact on the County's General Fund. 2 RECOMMENDATION(S): The Manager recommends that the Board receive the report for information only at this time. tatus The Landfill Owners Group began discussions regarding property acquisition for the management of Construction & Demolition (C&D) waste materials in 1996. We have conducted a preliminary review, including site visits, on twenty five sites within the past 2 years. A C&D Site Search Task Force was created by the Landfill Owners Group in December, 1998 to guide the search process. Two final candidate sites have resulted from the search process. Eubanks Road Site Guess Road Site Size - 32.7 acres Size - 179 acres (Capacity -14 years) (Capacity - 62 years) • Sept. 7 -Consultant report presented to the BOCC (and other board members). Superior Court Room -Hillsborough - 7:30 PM • Sept. 16 -Public Hearing on two sites District Court Room - 2nd floor of the new Court House -Hillsborough - 7:30 PM • Sept. 21- BOCC meeting for final site selection -Southern Human Services Center - Homestead Road, Chapel Hill - 7:30 PM • Sept. 27 -Town of Chapel Hill makes site selection and also adopts budget amendment to fund site acquisition and development. Alternatively, on Sept. 13 Town of Chapel Hill approves resolution ceding final selection authority to BBOC. • Sept. 28 -Town of Carrboro makes site selection. Alternatively, on Sept. 14 Town of Carrboro approves resolution ceding final selection authority to BBOC. • Sept. 30 -Necessary steps taken to close on selected site (if Guess Road site). If Eubanks Road site selected, proceed with acquisition of three parcels and contract with Duke University for lease of buffer areas.
