As indicated in the abstract, we received this request too late to examine it in the agenda review process. This material is enclosed in the event that you wish to respond to his request. INFORMATION CONTACT: Manager's Office TELEPHONE NUMBERS: Ext. 2300 Hillsborough 732-8181 Chapel Hill 968-4501 Durham 688-7331 Mebane 336-227-2031 PURPOSE: To consider the adoption of a resolution in support of the September 18, 1999 First Citizens' Bank Big Sweep Stream Cleanup. BACKGROUND: This attached resolution is suggested as an addition to the agenda for the BOCC September 7 meeting. Staff was unable to address the impacts of the request by MANA Environmental, Inc. (See Attachment I) prior to Agenda Review. The Manager has had a clarifying discussion with Michael Neal and offers the following comments. • First Citizens Bank has been sponsoring the Big Sweep Stream Cleanup for several years and provides statewide coordination of the event and materials for the sweep, including collection bags, gloves, etc. for volunteers. • Michael Neal has volunteered to be the Orange County coordinator for Big Sweep and his company, MANA Environmental, Inc., is also donating materials for the volunteers involved in the Big Sweep. • Mr. Neal has indicated that he plans to attend the September 7 meeting and speak to this topic under "Items Not on the Printed Agenda." • After discussion with Mr. Neal, the Manager suggests the attached resolution for the BOCC's consideration, with the inclusion of financial impact to the County. FINANCIAL IMPACT: Estimated at $400 - $500 for staff time, vehicle use and mileage and landfill tipping fees. 2 RECOMMENDATION(S): If the BOCC agrees to Mr. Neal's request for the County's endorsement and support of the Big Sweep event, the Manager recommends that the BOCC consider adopting the draft resolution as enclosed. ORANGE COUNTY BOARD OF COMMISSIONERS DRAFT RESOLUTION OF SUPPORT FOR FIRST CITIZENS BANK BIG SWEEP STREAMS CLEANUP PROGRAM WHEREAS First Citizens Bank sponsors the Big Sweep Program as a statewide effort to remove litter from streams, lakes, and waterways by using the efforts of local citizens, civic and environmental interest group volunteers; WHEREAS Michael Neal and MANA Environmental, Inc. are volunteering time and resources to coordinate Orange County's effort in the Big Sweep; WHEREAS other local jurisdictions including Chapel Hill and OWASA are encouraging volunteers to participate; WHEREAS Big Sweep as a volunteer effort is consistent with the Orange County Commissioners goals to protect the environment; NOW THEREFORE THE Orange County Board of Commissioners herebyresolve the following: • To declare September 18, 1999 as Orange County Big Sweep 1999 Day • To direct the County Manager to solicit staff members to volunteer as zone captains to assist and coordinate volunteers on September 18 with the cleanup • To direct the County Manager to solicit county employees as volunteers in addition to the general public • To provide dumpsters at cleanup sites and transport the litter collected to the landfill at the completion of the event (estimated cost to the County of $500.00) This is the 7th day of September, 1999. Gordon, Chair fm~imninento/ August 29, 1999 Dear Orange County Commissioners: MANA Environmental, Inc., the Orange County Coordinators for the First Citizens Bank Big Sweep, hereby petitions the Orange County Commissioners for their support and assistance with the September 18, 1999 countywide stream cleanup. Orange County is rich in natural resources and beauty and water is a basic and essential need for all life, trash fouls our waterways as well as our landscapes, diminishing the beauty and usefulness of their waters. The citizens of Orange County have long established clean streams as a community value. Therefore we request that the Orange County Commissioners direct the County Manager to provide the following assistance with the September 18, 1999 First Citizens Bank Big Sweep stream cleanup. • Designate County staffmember(s) as Zane Captains to assist and coordinate volunteers on September 18'~ with cleanups. • Solicit County employees as voluneers in addition to the general public. • Provide incentives to citizens and employees for their participation in the Big Sweep event. • Provide dumpsters, or other means, at cleanup sites for depositing trash collected by volunteers. • Transport the litter collected to the Landfill at the completion of the event. Further MAMA Environmental, Inc. asks that The Orange County Commissioners adopt a resolution declaring September 18, 1999 as Orange County Big Sweep 1999 Day. We hope the County Commissioners will join us in urging the citizens of Orange County to do their part to restore the beauty and function of our lakes and streams by volunteering to participate in the Big Sweep event.
