in the District Courtroom for the purpose of reviewing the budget as it had
been proposed by the Board.

BOARD OF COMI~SSIONERS
July 18, 1973
The Board of Commissioners of Orange County met in ~.djourned session on
Wednesday, July 18, 1973, at 8 o'clock P,M. in the District Courtroom at the
Courthouse in Hillsborough.

Walker, Flora Garrett and Richard E. Whitted.
Members Absent: None

Mra. Mary Saroggs, Chairman of the Chapel Hill-Carrboro ~choo7 Unit, Dr. Robert
C. Hanes, Superintendent of the Chapel Hill-Carrboro School Unit, Dr. Samuel
Holton and Marvin Silver, Members of the Chapel Aill-Carrboro School Board were
present.'
Chairman Walker recognized Burch Compton, Director of Civil Defense. Mr.
Compton stated that he wanted to resign as the Director of the Civil Defense
Agency, but he felt an obligation to the members of the Orange Grove Volunteer
Fire Department as they are now seventh on the list For consideration for
receiving a fire truck. Mr. Compton went on to explain that under Federal
Guidelines the County must at least maintain a paper organization in order to
secure equipment on a lending program established by the Federal Government.
He stated that under this program the Orange Grove Volunteer Fire Department
could receive anew fire truck and three tanker truaka under the lending program
and that after a five year period the truck and the tankers would become the
property of the Volunteer Fire District. He further stated that other agencies
of government did use the Civil Defense acrd to purchase items from the surplus
supplies of State government. Nlr. Compton stated that the County could eliminate
the current Civil Defense Office and the secretary, who is employed on a part
time basis to oversee the office and do the necessary clerical work. Mr. Compton
agreed that if the Board wanted him to continue as Civil Defense Director then he
would stay in the position until such time as the Orange Grove Volunteer Fire
District received the promised equipment, but that he oould not actively carry on
the responsibilities that the poaiticn required. He stated that hie experience
of the past had shown a real need far the County to appoint a Ca-Ordinator for
all of the community aelwiaea. Mr. Compton requested that in lieu of any payment
to him as Civil Defense Director that his one request would be to have an extension
of the Chapel Hill line installed in the ABC Office. Discussion ensued.
Chairman Walker stated that he wsa oP the opinion that the expenditure of
$2,1.00.00 for the Civil Defense Office as compared to $20,000.00 expenditure fpr
the Orange-Chatham Community Action program was of little significance and that
he felt the County should maintain the Civil Defense Office, but that the $20,000.00
,1~ that had been requested by the Orange-Chatham Community &ction should be deleted
~ from the proposed 1973-197!} budget. Discussion enauad relative to the Community
_ Action Agency being in the prooesa of dissolving. Commissioner Flora Garrett stated
that Chatham Gouty had withdrawn its financial support, but that the staff members
were seeking to re-organize the Orange County portion of the agency and to incorporate
as the Community Centers, Inc. for the purpose of trying to secure Federal funds
that they had been advised were available to commmunity aentare. She stated that
three community aentera in the County were of vital importance to the aitizena
of the area.

Upon motion oP Commissioner Henry S. Walker, seconded by Commissioner
Richard fi. Whitted, it wsa moved that the Board keep the Civil DaPense Office
open Por the coming pear. Chairman Walker aallad for a vote on the motion.
Commissioners Henry S, Walker and Richard E. Whittad voted aye. Commissioner
Flora Garrett voted nay. The Chairman declared the motion passed.
Chairman Walker requested the County Administrator to review the proposals
that had been deleted Prom the 1973-1974 proposed budget on Tuesday, July 17,
1973: Library Building Fund and Chamber of Commerce were deleted, Mental Health
was changed Prom $65,400 to $40,400 and an additional appropriation of $57,100
was added.
The County Accountant stated that the changes in the proposed budget would
allow the Chapel Hill School Unit $761},070.00 in budget requests and would
allocate to the Coranty School Unit $750,375.00. The County Administrator advised
the Board that, at this time, the Board could tenatively adopt the proposed
1973-1974 County Sudg®t as the General Statutes required that Formal action could
not be taken for twenty (20) day's after the budget was officially filed and that
said budget had been filed with the Clerk to the Board July 9, 1973.
Disouasion enau®d oonaerning the Chapel Hill School Spacial District Tax.
Upon motion of Commissioner Richard E. Whitted, seconded by Commissioner
Flora Garrett, it was moved and tenatively adopted that the Board accept the
County Budget as presented to them by the County Administrator on this date and
that the Countywide tax rate be set at sixty (6D~) cents per one hundred dollar
($1D0.00) valuation and that the Chapel Hill Special School Distriot Tax be
satabliahed at .245 cents.
There being no further business to cams before the Board the meeting was
adfovrned.
