SUBJECT: Bid Award: Phase 2 Justice Facility Renovation Asbestos Abatement

PURPOSE: To consider awarding a bid to Environmental Holding Group of Morrisville, North
Carolina in the amount of $39,900 for asbestos removal and disposal from specific areas within
the Courthouse renovation area.
BACKGROUND: With completion of the addition to the Justice Center, the commencement of
the renovation of the existing building is imminent. The removal and disposal of identified
asbestos sources within the building is required as the first component of renovation. Early
assessment revealed asbestos content in some building materials such as floor tile, mastic, pipe
wrap insulation and acoustical ceiling tile. An abatement plan was prepared by Mactech
Engineering, Inc. and forms the basis of the bid which the Board is requested to award.
Bids were received from five of the seven vendors solicited under bid number 1568. As
reflected in the attached bid tabulation Environmental Holding Group of Morrisville, North
Carolina submitted the lowest responsive bid that was responsible at a total cost of$39,900.
The abatement effort will begin following the relocation of all personnel from the affected areas
and issuance of the appropriate permits. Work will be done after regular business hours, when
possible, and contained in accordance with applicable regulations and safe construction
practices when occurring during business hours. Abatement activities are anticipated to
commence around February 20, 2009.
FINANCIAL IMPACT: Sufficient funds to cover the $39,900 contract are included in the 2008-
2018 Capital Investment Plan as part of the Justice Facility Expansion Project.
RECOMMENDATION(S): The Manager recommends the Board award a bid to Environmental
Holding Group of Morrisville, North Carolina in the amount of $39,900 for asbestos removal and
disposal from specific areas within the Courthouse renovation area; and authorize the Director
of Purchasing to execute the necessary paperwork.
