Chairman Walker assured Miss Wall that the county would make a definite decision relative to the matter by April 17, 1973. Gatti s, Acting Clerk MINUTES OF THE ORANGE COUNTY $OARD OF COMMISSIONERS Maroh 19, 1973 The Board of Commissioners of Orange County met on Monday, March 19, 1973, at b:30 o'clock P,M. in special session at the Colonial Inn. The meeting was later transferred to the courthouse. Members Present; Chairman Norman Walker, and Commissioners Henry S, Walker, Flora Garrett and Richard E. Whitted. Members Absent: Commissioner Ira A, Ward. Commissioner Ward joined the group at the courthouse later on in the evening. W, Y, Scarborough, District Highway Coamaissianer~. Sam Janes, District Engineer, John Watkins, Division Engineer, and Bob Adams, Regional Coordinator were present. The meeting had been arranged at the request of the Beard as they had wanted to meet the new Highway Commissioner and members of his staff. W. P. Scarborough inquired of the Board as to their opinions concerning which roads in the primary and secondary system that they felt shou],d receive top priority. The $oard members responded on an individual basis, however, it was agreed that in the primary system that highway #86 North from Chapel Hill to Hillsborough and highway #~1} East and West from Chapel H311 should receive first priority, There were no comments made relative to the secondary system. Commissioner Ira A. Ward posed the following questions; What is the statue of the new Chap al Hill School road that goes North fxom Estes Drive? Answer: It is now in the right of way stages. What is the status of Highway #51} from Alamance County to Carrbaro7 Answer: Tha Alamance County portiere is complete. The western moat five miles that runs into Orange County is under construction and the right of way far the other portion has been secured, however, no funds are available for the remaining portion. What is the status of Highway 51} Fast from Chapel Hill to Raleigh? Answer: The project can only be considered as being in the early planning stages even tho some rights of way have been secured. What is the status of the secondary roads that were programmed last year? Answer: All projects have been frozen pending on the approval of the Highway Commission. How does Highway 86 North from Chapel Hill to Hillsborough rate as a primary project? Answer; The Highway Department considers it as one of the moat needed projects in the County. 1 -~_x 7 F~~E 544 Bob Adams, Regional Highway Coordinator, stated they were anticipating that a new secondary road fund would be appropriated in the near future, He estimated that Orange County would receive approximately $150,000,00 sad that the current ooat for paving one mile of road was $x.0,000.00, therefore, the County could expect about four miles of paved road in the coming year. The District Highway Cotmnissioner stated that once the new secondary road allocation is announced that he wou7.d like to have the opportunity of -- presenting the program to the Board, The Board expressed their appreciation to the representatives of the Highway Commission for responding to the request of scheduling this meeting, The following items ware considered: The County Administrator was requested to secure a copy of the proposed statewide sediment control bill, The Board endorsed possible legislation that would change the interest due date on local property tax. The Bcard approved the expenditure of $7,000,00 to the Sheriff's Department for the purchase ~ new radio equipment, The County Administrator was directed to advise the Towne of Chapel Hi11 and Carrboro that the County would like to have the sanitary landfill opened on a trial basis on Saturday mornings. The County Administrator was to write Orange County's representatives and urge that the County be exempt from the $$roue of counties that are required to spend at least seven per cent (7yb) of their A, B, C, profits on Alcoholic Rehabitation programs. The Board approved the purchase of a Rex 3-$0 compactor for use at the sanitary landfill. The coat of said equipment was $57,791}.00. Gattis, Acting Clerk MINi1TES OF THE ORANGE CCIINTY BOARD OF COMMISSIONERS March 20, 1973 The Board of County Commissioners met in regular session on Tuesday, March 20, 1973, at 8 o'clock P. M, in the District Courtroom. Members Present: Chairman C. Norman Walker, and Commissioners Henry S. Walker, Ira A, Ward, Flora Garrett and Richard E, Whitted, Members Absent: None A cake was presented to Commissioner Henry S, Walker as this was his birthday. Member.s:~of the Board were joined by Dennis Rogers, Reporter from the Chapel Hill Weekly. Chairman Walker expressed to Mr. Rogers the appreciation of the Board for the coverage and cooperation that he had given them and expressed their regret that he was leaving Orange County to accept another position. Chairman Walker declared that the remainder of the meeting would be held as an Executive session, , S. M, Gattis, County Administrator, C. D, "Busk" Knight, Sheriff, and Betty June Hayes, Register of Deeds were present, Chairman Walker asked the County Administrator to bring the Board up to date on the "POSITION CLASSIFICATION PLAN AND PAY PLAN" that had been completed by the State Personnel Office, Each department official presented their views relative to the proposed "POSITION CLASSIFICATION PLAN AND PAY PLAN". A detail review and disausaicn ensued.
