M. in special session at Rartman's Restaurant. Members Present: Chairman C. Norman Walker and Commissioners Henry S. Walker, Ira A. Ward, Flora Garrett and Richard E. Whitted. -, Members Absent: None. This meeting was c®.11ed for the purpose of affording the respective Boards an opportunity to discuss and review problems that were of mutual concern. The Planning Board defined several areas that they felt should be considered as priority areas, The matter of the recent request from the Town of Chapel Hi.l1 to extend its extraterritorial jurisdiction was cited as one of the pressing problems, the water and the sewer extension policy, and the submission of plans for all major subdivisions at an earlier planning were brought forth Por opinions and comments. Gattis, Acting Clerk MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS March 15, 1973 The Board of County Commissioners of Orange County mat on Thursday, March - 15, 1973, at S o'oloak P.M. in adjourned session at the Confederate Memorial Library. Members Present: Chairman C. Norman Walker, and Commissioners Henry 8. Walker, Flora Garrett and Richard E. Whitted. Members Absent: Commissioner Ira A. Ward. Mrs. Richmond Bond, Mrs, Virginia Warren, Mrs. Bonnie Davis, Mrs. Annie Lockhart, Don S. Matheson, Trustees of the Library were present as was Lloyd Osterman, Regional Librarian, and Richard Rice who is with the Architectural firm of Hawkins and Riae. This meeting had been scheduled at the request of the Regional Librarian for the purpose of discussing the offer that had been made by Miss Wall relative to the property entitled Burnside being renovated and converted into a county library facility. Dan Matheson, Chairman of the Library Board, introduced Mr. Osterman who reviewed the situation at the current library facility and he stated that the current facility was inadequate for a library structure. The::Regional Librarian stated a library building should house two books per capita population for the area served. It was estimated that appro~¢imataly 27000people had access to the Confederate Memorial Library and that this would mean a apace for 31{.,000 volume of hooka was needed. The current library contains 22,000 volumes but was designed to house and shelf only 5,000 volumes. It was pointed out that the layout of the library is not function and that this causes a lack of efficiency and is not economical to operate, over and above the layout there is no parking area available to the alinental and the building cannot be expanded because there is no additional land available Por an expansion. Mr. Osterman introduced Richard Rice, the consulting Architect, on the proposed Burnside protect. The Architect reported that a Pour phase development plan could be used for the proposed library on the Burnside property. Phase one envisioned the construction of a basis library building of 3,000 square feet. The approximate cost of construction of this building would be $100,000. Phase two would contain the landscaping of the grounds while phase three and four would include expansion of the proposed building that had been given in phase one. 4 "'K ~ F,',SE 5~~ Miss Wall, the donor of the Burnside site, stated that the program had , been under consideration for nearly a year and that she felt that the Board must reach a decision of whether or not they would accept the Burnside property under the stipulaticns that had bean set forth in the deed of gift to the county. Chairman Walker assured Mias Wall that the county would make a definite ', deaiaion relative to the matter by April 17, 1973. The meeting was later transferred to the courthouse. i Members Present: Chairman Norman Walker, and Commisaionere Henry S, i Walker, Flora Garrett and Richard E, Whittad. Members Absent; Commissioner Ira A. Ward, Commissioner Ward joined. i the group at the courthouse later on in the evening. ' W, P. Scarborough, District Highway CommissionerJ. Sam Tpnea, District ', Engineer, Sohn Watkins, Division Engineer, and Bob Adams, Regional Coordinator were present. The meeting had been arranged at the request of the Hoard as they had wanted tc meet the new Bighway Commissioner and members of his staff. W. P, Scarborough inquired of the Board as to their opinions concerning which roads in the primary and secondary ayatem that they felt should receive top priority. The Board members responded on an individual basis, however, it was agreed that in the primary system that highway #86 North from Chapel Hill to Hillsborough and highway #51{. East and West from Chapel Hill should receive first priority, There were no comments made relative to the secondary ayatem, , Commissioner Ira A. Ward posed the following questions: What is the status of the new Chapel Hill School road that goes North from Estes Drive? Answer: It is now in the right of way atagea, What is the status of Highway #$l.4 from Alamanae County to Carrboro? . Answer: The Alamance County portion is complete. The western moat five miles that runs into Orange County is under construction and the right of way for the other portion has been secured, however, no funds are available for the remaining portion. What is the status of Highway $l~ East from Chapel Hi11 to Raleigh? Answer: The project can only be considered sa being in the early planning stages even tho soma rights of way have been secured, What is the status of the secondary roads that were programmed last year? Answer: All projects have been frozen pending on the approval of the Highway Commission. How does Highway 86 North from Chapel Hill to Hillsborough rate sa a primary project? Answer: The Highway Department considers it as one of the mast needed projects in the County,
