BOARD OF COMMISSIONERS
March 6, 1973
The Board of .County Cosrapissioners of Orange County met on Tuesday, March
6, 1973, at 7 o'clock P. M. in special session at Hartman's Restaurant.
Members Present: Chairman C. Norman Walker and Commissioners Henry S.
Walker, Ira A. Ward, Flora Garrett and Richard E. Whitted. -,
Members Absent: None.
This meeting was called for the purpose of affording the respective --
Boards an opportunity to diacusa and review problems that were of mutual
concern. The Planning Board defined several areas that they felt should be
considered as priority areas. The matter of the recent request from the Town
of Chapel Hi11 to extend its extraterritorial jurisdiction was cited as one
of the press3.ng problems, the water and the sewer extension policy, and the
submission of plans for all major subdivisions at an earlier planning were
brought forth for opinions and comments.
There being no further business to come before the meeting it was adjourned.

MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS

The Board of County Commissioners of Orange County met on Thursday, March
1$, 1973, at 8 o'clock P.M. in adjourned session at the Confederate Memorial
Library.
Members Present: Chairman C. Norman Walker, and Commissioners Henry S. _,
Walker, Flora Garrett and Richard E. Whiffed.
Members Absent: Commi.saioner Ira A. Ward.
Mra. Richmond Bond, Mrs. Virginia [darren, Mrs. Bonnie Davis, Mra. Annie
Lockhart, Don S. Matheson, Trustees of the Library were present as was Lloyd
Osterman, Regional Librarian, and Richard Rice who is with the Architectural
firm of Raskina and Rice.
This meeting had been scheduled at the request of the Regional Librarian
for the purpose of discussing the offer that had been made by Mias Wall relative
to the property entitled Buxmside being renovated and converted Snto a county
library facility.
Don Matheson, Chairman of the Library Board, introduced Mr. Osterman who
reviewed the situation at the current library facility and he stated that the
currant facility was inadequate for a library structure. The::Regional Librarian
stated a library building should house two books per capita population for the
area served. It wsa estimated that approximately 2700opeople had soceas to the
Confederate Memorial Library and that this would mean a apace for $4,000 volume
of books was needed. The current library contains 22,000 volumes but wee designed
to house and shelf only $,000 volumes. It was pointed out that the layout of the
library is not function and that this causes a lack of efficiency and is not
economical to operate, over and above the layout there is no parking area available
to the clinental and the building cannot be expanded because there is no
additional land available for an expansion.
Mr. Osterman introduced Richard Rice, the conaultSng Architect, on the
proposed Burn aide project. The Architect reported that a four phase development
plan could be used for the proposed library on the Burnside property. Phase one
envisioned the construction of a basis library building of 3,000 square feet.
The approximate coat of construction of this building would be $100,000. Phase
two would contain the landscaping of the grounds while p}aase three and four
would include expansion of the proposed building that had been given in phase one.
