This meeting was held for the purpose oP meeting with the recentlp
appointed members of the County Recreation Study Commission. All members
of the Recreation Study Commission were present,
Discussion ensued concerning various ideas about what might be
accomplished by the Commission. The question of a budget for the use of
the Commission was brought before the $oard and it was suggested that
the Commission prepare a budget request that could be presented to the
Board. Tt was decided that by January 1, 197G., the Recreation Commission
was to submit their plans and proposals to the Board.
Don Cox, president of the Eno preservation Society was present and he
suggested to the members of the Commission that the4 should consider the
possibilities of the Eno River and the recently organized Fish and Wildlife --
Club in their study. It was suggested that all departments oP government
be urged to cooperate to the fullest extent with the Recreation Study Commission.
There being no further business to coma before the $oard the meeting
was adjourned to meet again on Monday, February 26, 1973,

The Board of County Commisaianers of Orange Countp met in special joint
session with the County planning Board on Monday, February 26, 1973, in the
Superior Courtroom of the Courthouse in Hillsborough at 7;30 p,nq,
Members Present: Chairman C. Norman Walker and Coea1iasionars Henry S.
Walker, Ira A, Ward, Flora Garrett and Richard E, Whitted,
Members Absent; None,
Chairman Norman Walker announced that this was the time and place For the
duly advertised public hearing on zoning matters. Chairman Walker turned the
chair over to Charles W, Johnston, Chairman of the County planning Board,
Mr. Johnston conducted the public hearing, For details of this hearing ses
minutes of the Crange County planning Board,
At the conclusion of the public hearing Chairman Johnston turned the
chair back to Chairman Walker and Chairman Walker then adjourned the public
hearing,
Chairman Norman Walker convened a meeting of the Orange County Board oP
Commissioners,
- William C. Ray reported to the Board on the matter of acquisition of land
easements, These easements are located on the main branch of the Eno North
of Lake Orange and are being acquired Por the purpose of constructing a
sediment structure. Mr, Ray stated that this final sediment structure will
control. the sediment for the remaining two-thirds of the area above the lake
and the estimated coat would be approximately X71,000,00 with eighty (8C~)
twentent oaf the coat being supplied by Federal programs and the remaining
y (20,x) percent of the post being provided by local government, He
stated that all but two of the property owners had agreed to sign the needed
land easements, however, the County would have to agree to develop a two
foot (2~) in-depth water line around the proposed sediment structure, This
water line would eliminate moat of the weed problems and other growth that
occur in shallow water, He stated that he estimated it would coat $1,000.00
to install the requested water line, Discussion ensued.

Upon motion of Com<niasioner Tra A. Ward, seconded by Commiasinner HeeLry
S. Walker, it was mooed that the County agree to appropriate up to ~1,gOC.00
towards the oonstruction of a two foot (2~) in-depth water line around the
proposed sediment structure on Lake Orange; and that the County Attorney be
instructed to prooeed by way of eminent domain to acquire the neaeasary land
easements from Ormond Wright and H. L. Harris.
Chairman Norman Walker called Tor a vote. Compti-asionera Henry S. Walker,
Ira A. Ward, Richard E. Whitted and Chairman Norman Walker voted aye.
Commi.asioner Flora Garrett voted nay. Chairman Norman Walker then declared
the motion carried.
