HomeMy WebLinkAboutMinutes - 19730222°_~ 7 P~cE 533 And Whereas technical studies--engineering, economic, and legal--are needed to furnish this governing body the information needed For decisions on these matters; And Whereas a formal entity of some tgpe is n®eded to arrange Por and supervise such studies which entity (or other entity(ies) sponsored by it) could, also, advance bids or other proposals For acquisition and/or operating one or some or all of such utilities and could, thereafter acquire and/or operate such; ~tnd Whereas such an entity would be representative of other political subdivisions presently and prospectively using such utility services; And Whereas a non-profit corporation would be an appropriat® form for such entity; Now, Therefore, be it resolved that this governing body; 1) Finds sa fact all Poregoing in this Resolution; ana 2) Approves the incorporation of Consumers Utility Corporation and, for that purpose, the filing of Articles of Incorporation therefor, in form and substance substantially shown on "Exhibit A" attached hereto and made a part thereof; and 3) Appoints, as among the initial Directors thereof, zra A. Ward, Richard E. Whitted, and John L. McKee. (This last one will be the seventh citizen or non-officer member and his name should be the third one on the Resolution of each governing body.); and _ L~.) Finds that the public interest, including specifically the public iritereat of this political subdivision, would be best served by all actions foregoing in this R®aolution." Upon motion of Commissioner Ira A. T,~~ard, seconded by Commissioner Richard E. ?dhitted, the following Resolution was moved and unanimously adopted; "ldh.ereas, the Board of Commissioners of Orange County has this date adopted a resolution approving the incorporation of the Consumers Utility Corporation, which corporation is authorized to have certain technical studies made relative to the water, telephone and elaatria utilities of the University of North Carolina, and whereas, said studies are necessary for determining the feasibility of said Consumers Utility Corporation acquiring one or more or all of said utilities: NOW, THEREFORE, BE IT•RESOLVED, that the Beard of Commissioners of Orange County does reserve its judgment as to the feasibility of acquiring one or more of said utilities until it has the results of said technical studies." Gattis, Acting Clerk MINUTES OF THE ORANGE COUNTY BOA.RA OF COMMISSIONERS February 22, 1973 r`- The Orange County Board of Commissioners met in adjourned session on Thursday, February 22, 1973, at 8 o'clock P.M. Members Present: Chairman C. Pdorman Walker and Commissioners Henry S. Wal~.cer, Ira A. tdard, Flora Garrett and Richard E. ?Jhftted. Members Absent: None ~± ~ F'~E 53~ This meeting wsa held for the purpose of meeting with the recently appointed members of the County Recreation Study Commission. All members o£ the Recreation Study Commission were present. Discussion ensued concerning various ideas about what might be accomplished by the Commission. The question of a budget for the use of the Commission was brought before the Board and it was suggested that the Commission prepare a budget request that could be presented to the Board. It was decided that by January 1, ].q7!}, the Recreation Commission - was to submit their plena and proposals to the Board. Don Cox, President of the Eno Preservation Societe wsa present and he suggested to the members of the Commission that they should consider the posaibiliti.ea of the Eno River and the recently organized Fiah and Wildlife Club in their study. It was suggested that all deoartmenta of government be urged to aooperata to the fullest extent with the Recreation Study Commission. Thera being no further business to come before the Board the meeting was adjourned to meet again on Monday, February 26, 1973. C. Norman Walker, Chairman 5. M. Gatti s, Acting Clerk MINTITES OF TEE ORANI}E COIINTY BOARD OF COMPtCSSZONERS February 26, 1973 The Board of County Commissioners of Orange County met in special joint session with the County Planning Board on Monday, February 26, 1973, in the Superior Courtroom of the Courthouse in Hillabvrough at 7:30 P.Si. Members Present: Chairman C. Norman ~rlalker and Commissioners Henry S. inlalker, Tra A. Ward, Flora Garrett and Richard E. Whitted. Members Absent: None. Chairman Norman Walker annvunoed that this was the time and place for the duly advertised public hearing on zoning matters. Chairman 47allser turned the chair Over to Charles W. Johnston, Chairman of the County planning Board. Mr. Johnston conducted the public hearing. For details of this hearing see minutes of the Orange County Planning Board. At the conclusion of the public hearing Chairman Johnston turned the chair beak to Chairman Walker and Chairman Walker then adjourned the public hearing. Chairman Norman Walker convened a meeting of the Orange County Board of Commissioners. William C. Ray reported to the Board on the matter of acquisition of land easements. These easements era located on the main branch of the Eno North of Lake Orange and are being acquired for the purpose of constructing a sediment atruature. Mr. Ray stated that this final sediment structure will control the sediment for the remaining two-thirds of the area above the lake and the estimated coat would be approximately X71,000.00 with eighty (80~) per cent of the cost being supplied by Fadaral programs and the remaining twenty (20°x) percent of the coat being provided by 1ooe1 government. Re stated that all but two of the property owners had agreed to Sian the needed land easements, however, the County would have to agree to dagalop a two foot (2~) in-depth water line around the proposed sediment structure. This water line would eliminate most of the weed problems and other growth that occur in shallow water. Ee stated that he estimated it would coat $1,000.00 to install the requested water line.
