HomeMy WebLinkAboutMinutes - 19721121- -S ~ -'r= 5~ MLNUTES OF THE ORANGE COIINTY SO4RD OF COMMISSIONERS November 20, 1972 The Board of Counts Commissioners of Orange County met in the District Courtroom of the Courthouse in Hillsborough, North Carolina at 7:30 o~clock P.M. on Monday, November 20, 1972. Members Present: Chairman Harvey D. Bennett and Commieaionera Henry S. -. Walker, Ira A. Ward and C. Norman trlalker. Members Absent: Commissioner William C. Rap _ Thera were three property owners present to protest the taz assessment which had been levied against their nroperts, then were: J. F. I~~tthaws, Jr „ owner of the Acres of New Hope Subdivision; W. S. Turner, owner of the Hills of New Hope; and R. S. Lloyd. The Tax Supervisor advised the Board that the unsold lots in these developments had up through the pear 1971 been assessed on an acreage basis. He stated that he understood that the maiorits of the lots in the developments had been sold and that he saw no reason to continue the policy of an acreage basis assessment. Each of the developers contended that they felt it lass proper to continue the assassm.ant on the unsold lots on. an acreage basis. Dissuasion ensued. No action was taken on the matter as the Board decided to take the matter under advisement. Thane being no further business to come before the Board the meeting was adjourned. Harvey D. Gatti s, Acting Clerk MINIITES CF THE OR_4NGE COL'~NTY BOARD OF OOI~IISSIONERS -- November 21, 1972 The Board of Commissioners of Orange Counts mat in the District Courtroom of the Courthouse in Hillsborough at 7:30 o~clock P.M, on Tuesday, Dovember 21, 1972 in special session. Members Present: Chairman Rarvep D. Bennett and Coa~iasioners William C. Ras, Henry S. Walker, Ira A. ?lard and C. Norman Walker. Members Absent: None ` Chairman Bennett recognized Quentin Patterson, Agent for the District Soil Conservation Department. Mr. Patterson discussed with tho Board the construction of sediment structure ~E1 on the Lake Orange Uratershed. Ha stated that H. L. Barris, the developer of a golf course adjoining Lake Orange, was not satisfied with the standard right of wey easement being offered to him bY* the county. N'r. Patterson stated that Mr. Harris was concerned about the possible flooding of the greens on the golf course and he wanted some assurance that the Counts would pap for ens damages incurred bs the flooding of his property. Mr. Patterson advised the Board that the lowest green on the course was at Bevan or eight feet elevation above the top of the proposed sediment structure and he felt that no damage would ba incurred in the ease of a severe flooding. He stated that he would recommend that the county accept the request of Mr. Harris and insert the provision of 13 ability for damages in ease of flooding in the proposed right of •~*ap agreement. TSpon motion of Commissioner Henry Walker, seconded by Commissioner Ira !~. Ward, it was moved and adopted, that the County execute a right of way agreement with H. L. Harris that would include his request for flooding damages to his - property. ~ /,- i -::a `7 -~~~ 503 [•7alter McDade, Director of the ~fland-Cheeks Multi-Purpose Center, was present to discuss with the Board hie request for $30,000,00 to finance the local share of a recreation project. He estimated that the total project cost wovld amount to $120,000.00, but that a Federal Grant of $60,000.00 could be secured if the application was filed by the lsth of December. Discussion ensued, Commissioner Norman Walker moved that the county commit $30,000.00 over a three year period for the funding of the recreation program, Thia motion died for the lack of a second. Chairman Sennett and Commissioner :•Iilliam C. Ray suggested that Mr, McDade appear before the Board on the first Monday in December. Chairman Bennett stated that the Landfill Agreement with the Towne of Chapel Hill and Carrboro had been drawn, The County Administrator reviewed the aeationa and terms of the agreement, Iie stated that the agreement required unanimous consent from all the governmental units involved before any future or proposed alterations to the original agreement could beoome effective. Discussion ensued, Upon motion of Commissioner Henry Walker, seconded by Commissioner William C, Ray, it was moved and unanimcusly adopted, that Chairman Bennett be authorized to sign the Landfill Agreement. Chairman Sennett advised the Bcard that the County had purchased the Tom Roberta property, that adjoins the Courthouse property, for the sum of $70,000,00 and that the deed to said property had been executed, The County Accountant was authorized to take from the [.Tnappropriated Surplus of the General rand the monies for the purchase of said property. , Commissioner William C. Ray reouested the Board to consider purchasing a lot for the Rescue Squad Building. Chairman Sennett stated that he felt the County should move in this direction. The Cour_ty Administrator advised the Board that no Federal or State funds were available to help with the defraying of the cost of the purchase of land for the Rescue Squad, but that approximately $10,000,00 could be obtained and applied to the cvnstructi.on of a building for Rescue Squad purposes, Upon motion of Commissioner William C. Ray, seconded by Commissioner Norman Walker, it wsa moved and adopted that the County attempt to purchase a lot on South Churton Street Extension. The County Administrator was directed to proceed with the purchase of the property, The Board agreed that Chairman Bennett should advise Dr, Robert Murphy that the Board was prepared to negotiate for the sale or 1®aee of property in conjunction with the establishment of a Medical Center or Clinic.
