PUBLIC HEARING: (Y/N) No ATTACHMENT(S): INFORMATION CONTACT: Pam Jones (919) 245-2652 PURPOSE: To authorize the purchase of a pre-owned Zamboni for use at the Triangle Sportsplex at a not-to-exceed cost of$27,500 including delivery. BACKGROUND: A Zamboni is used to resurface the ice at a skating rink and is critical to the safety of skaters and overall operation of an ice rink. The management of the Sportsplex has expressed concern over the past year regarding the serviceability and increasing maintenance costs of the current equipment. The Sportsplex manager has sought out various options to purchase pre-owned equipment that falls within specific guidelines of usage and is accompanied by verifiable routine maintenance and service records. Promising units have been passed over because the maintenance and service records were found deficient in some regard. Further exacerbating the problem is the fact the state of the economy is prompting companies to seek out pre-owned equipment in lieu of expending in excess of$70,000 to purchase new. Since quality pre-owned units remain on the market a short time, prompt action is called for when a suitable unit is found. An opportunity to purchase a pre-owned unit with low service hours with a good maintenance history and verifiable service records arose between the January 22 and February 3, 2009 Board of Commissioner meeting. The $27,500 cost including delivery exceeds the signature authority of the Purchasing Director. However, the owners required immediate commitment in order to preserve the County's option to purchase the equipment, so in consultation with the Manager and Purchasing Director the Sportsplex Manager committed to the purchase, subject to Board approval. The Board is asked to approve the purchase and to procure the unit. The Sportsplex Manager has provided the following additional information regarding the unit: • Model 500, Serial #3576 with 8075 hours equivalent to 8 to 10 years of normal use) • Offered by Resurfix, Inc. in New Jersey. 2 • Used seasonally at a high school for winter hockey and skating programs and was professionally serviced twice a year by Resurfix. • Fueled by propane • Includes a warranty on all parts replaced or refurbished by Resurfix. Many of the critical components of the unit have been replaced and it functions much like a new machine despite the hours and used nature: New 3-way catalytic exhaust; new fuel management system set up with 5 gas analyzer; new vertical and horizontal auger bearings; and new tires • Comes with a new board brush system and newly upgraded to plastic water tank system (eliminates corrosion). FINANCIAL IMPACT: Funds are appropriated annually to subsidize the operation of the Sportsplex. To date and since inception, the Sportsplex management has been able to support operations without seeking authorization to spend the County funds. This equipment will be purchased from funding set aside in the Sportsplex Enterprise account for such purposes. RECOMMENDATION(S): The Manager recommends the Board approve the purchase of a pre-owned Zamboni for use at the Triangle Sportsplex in an amount not to exceed $27,500, including delivery to the Sportsplex; and authorize the Purchasing Director to process the appropriate paperwork.
