HomeMy WebLinkAboutMinutes - 197208071 MINUTES OF THE DRANGE COUNTY ~ •7 -,,,, 4~ ~ BOARD OF COMMISSIDNERS August 7, 1972 The Board of County Commissioners of Orange County met in regular session in the Conference Room of the Social Services Building in Hillsborough, North Carolina on Mondaq, August 7, 1972, at 10 o~clock A.M, Members Present: Chairman Harveq D. Bennett and Commissioners William C. Raq, Henry S. Walker, lra A. Ward and C. Norman Walker. Members Absent: None Upon motion of Cemmisaioner William C. Raq, seconded bq Commissioner Tra A. Ward, it was moved and adopted, that the Clerk dispense with the reading of the minutes. Chairman Bennett requested the Board to appoint its voting delegate to the forthcoming annual State Commissioners Conference which would be held in Pinehurat, North Carolina August 10th - August 13th, 1972. Upon motion of Commissioner William C. Raq, it was moved, that Chairman Harveq D. Bennett be named as the voting delegate to the State Conference. Commissioner Tra A. Ward amended Commissioners Raq~s motion by adding the name of William C. Ray as the alternate voting delegate to the State Conference. The motion received a second from Commissioner Norman Walker. Chairman Sennett called for a vote and all members voted aqe. Chairman Bennett declared the motion passed. Chairman Bennett presented a letter-.from the Tarheel Sertoma Club of Chapel Bill. Said letter attached commendations from the members of the club in support of the Orange Sheriffs department. Chairman Bennett read a letter from the Department of Natural & Economic Resources. Said letter advised the Board thatthe.Statewide Family Program had been transferred from that department to the State Board of Health. A copy of a letter from Larry J. Watkins of Cedar Grove, North Carolina to C1ifP Benson, Commissioner of this Highway District, was read bq Chairman Bennett. Chairman Sennett recognized Jonah G, Latta, Mr. Latta advised the Board that he had talked with Mr. Benson relative to the road petition which had been submitted for 3R numbers ~55~1, and 1555. Mr. Latta stated that the Highway Commissioner had told him that the County Commissioners had the authority to allocate road funds and in general had authority over all road matters. Discussion ensued relative to the State Highwaq Commission. The Clerk was instructed t^ write to the Righwaq Commissioner and request that Mr, Benson advise them as to those roads which have been scheduled for paving in this county, the names and/or numbers of the roads which are currently under construction in this county and the amount of allocated mileage which has been assigned to this county fox the forthcoming fisoal year. The Clerk was instructed to reply to the letter of Larry J. Watkins. Commissioner William C. Ray brought to the attention of the Board that with the approaching of the opening of school .that a critical traffic situation existed during the early morning hours at the Orange High School Road on Highway 70 North of Hillsborough. The citizens of the County who muatlxavel li to their places of emplogment in Durham are encountering tremendous difficulty, in that, the school traffic is backing up other traffic and thus causing tremendous aonfestion. The Clark was instruoted to write to the State Highway Commission requesting that an additional passing lane on the portion of Highwaq 70 East at and near the point of the entrance to the Orange High:3chool road, be added. Chairman Bennett presented a road petition signed bq residents of Lattimore Street. Commissioner William C. Raq moved that the Clerk forward the petition to the State Highway Commission. Dissuasion ensued. Commissioner Tra A. Ward moved that the petitzan be accepted provided that the requested paving be done on a participating basis from the propertq owners. living on Lattimore Street. Further discussion ensued and Commissioner Ray did not accept Commissioner Wards amendment to his original motion. Commisaloner ~- Henry S. Walker seconded Commissioner Rays motion. Chairman Bennett called for a vote and Commisaionera William C. Raq, Henry S. Walker and Norman Walker voted aqe and Commissioner Ira A. Ward voted nay, Chairman Bennett declared the motion passed. J -:; '7 ; ~ ~. 4'78 Chairman Bennett advised the Board that the appointment of Mrs. Vivian Fkimonds to the Orange County Social Services Board had been approved by the State Department, and that said term was effective from July 1, 1972, to June 30, 1976. Chairman Bennett presented a letter from the Health Planning Council. Said letter stated that the terms of George Watts Hill and Pearson Stewart on the Health Planning Council had expired and that these two men were not eligible for re- appointment. The letter recommended that the Board consider appointing 0. David Garvin, Paul Alston and Dr. Vincent Koval. Dr. Aoval is being recommended to fill the position left vacant by_Dr: William Cromartle. The Board deferred action on these appointments. Chairman ..Bennett presented a letter from Wake County Hospital System, lnc. Said letter requested payment for eervicea rendered to an Orange County patient who was being held by the North Carolina Correction Center for Woman. The County Administrator was instructed to clarify the matter with the Sheriff~a Department. Chairman Bennett recognized Willie Glover, Supervisor of the Farmers Bome Administration. Mr. Glover presented the activity report for the fiscal year 1972 relative to the mortgage loans that had been made in Orange County. The County Administrator advised the Board that the Tex Department had established that there were two non-existent tracts of land designated as tract ~~1294 property of John McDowell and tract X1$00 property of Lillie Parker on the tax record. This property had been listed since 1961} and Mr. Gattia stated that lee felt this error had occurred due to the Failure to pull the master card Prom the files. Be requested authorization to release the two tracts from the penman®nt tax records. Upon motion of Commissioner Henry S. Walker, aeaonded by Commissioner Norman Walker, it was moved and adopted, that the Tax Supervisor be authorized to release from the permanent tax reaorde tracts number 1294 and 1500. Discussion ensued relative to the old age aasistanoe lien against the property of Lillie Riley in Eno Township. The County Attorney was instructed that upon the receipt of $3,750.00 h® was to draw a release deed for .the property of Lillie Riley in Eno Township. Chairman Bennett called for an Executive meeting of the Board at the conclusion of the Board meeting. There being no further business to come before the Board the meeting was adjourned. Harvey D.
