Commissioner Ira A. Ward stated that he understood the proposed Capital Outlaq appropriation of $651},160.00 to the Chapel Hi11 School Unit did include funds fvr the completion of the E~heaus Road Sahocl. ~. Hanes stated that this had been his understanding, however, it was apparent that there had been a mis- underatanding between the Chapel Hill School Board and the Commissioners regarding the Current Expense appropriation. Dr. Hanes saf d that he understood the Commissioners had stated that the:Chapel Hill unit would be budgeted the sum pf one, hundred and thirty dollars ($1-30.00) per student or $651,160 plus any carry over of any Current k5[panae revenue that developed at the close of the current fiscal year and that at this time there appeared that a sum of $55,000 would be the surplus fvr this unit. The Board advised Mrs. Scroggs and Dr. Hanes that this was not their intention and that they intended, only, to provide a total sum of $65!+,160 to the School Unit for the fiscal year 1972-1973• There being no further business to come before the Board the meeting was adfouraed to meet again on Friday, July lly, 1972, for further budget discussions. Qattis, Acting Clerk MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS July fly, 1972 The Board of County Commis~aionera of Orange County met in ad~ovFned session in the Diatriat Courtroom of the Courthouse in Hillsborough, North Carolina on Friday, July 7.l~, 1972, at 8 P.M. Members Present: Chairman Harvey D. Bennett and Comoiiasionera William C. Raq; Iienrq S. Walker, Ira A. Ward and C. Norman Walker. Members Abaeat: None Chairman Bennett recognized Mra. Mary Serogga, Chairman of the Chapel Hfll School Board, nr. Robert Hanes, Superintendent of that school unit and a delegation from the Chapel Hill School area. Mra. Sarogga advised the Board that the Chapel Hill Schval Board had, at a previous budget meeting, misunderstood the proposed appxopriationa for Current Expense when the me.tter had been reviewed by the Board and the Chapel Hill Sohool Unit. She stated that the Chapel Hill School Board had understood that the Board of Commissioners would allocate to the unit $651y,160 for Current Expenses and that in addition the Chapel Hill School Unit would receive approximately $60,000 which had bean carried over from the previous gear. Chairman Scruggs stated that the School Board felt this money could be used to present a reasonable academic pro~am, however, if their 1972-1973 budget appropriation amounted to, only, 651y,160 it would be necessary to delete the reading programs in the first three grammar grades. Several members oP the delegation spoke in support of the reading program and stated that they would be willing to pay additional district or oounty taxes in order to finanoe the program. Chairman Bennett requested the County Acoount to make a report on the latest revenue projections. The County Accountant reported that without a increase in the proposed tax rate an increased appropriation of between $60,000 and $75,000 could be made. That these increased appropriations were made possible because oY previous budget cuts made by the Commissioners. Discussion ensued. Commissioner Ira A. Ward suggested the overall budget be increased by $75,000. Of this sum $25,000 would be put into the Seven M31e Creek reservoir fund aad the remaining $50,000 be put into the School Current Expense fund. This increased appropriation for School Current Expense should allow eaoh school unit to receive including carry-over from the previous fiscal year roughly $135.00 per student. The Board concurred with Commissioner Ward~a suggestion. ^ ~ -,~~ 4'72 Chairman Bennett asked if there was any other business to come before the Board. Discussion ensued on the proposed Chestnut Ridge landfill site. Upon motion of Commissioner William C. Ray, seoonded by Commissioner Ira A, Ward, it was moved and adopted, that the County not eaerciae its option to purnhase the one hundred (100) acres located in Cheeks Township. - There being no Further business to come before the Board the meeting was adjourned to meet again on Monday, July 2t~, 1972, at 8 P.M, in the District Courtroom. ~- Harvey D. M. Members Present: Chairman Harvey D. Bennett, and Commissioners William C. Ray, Henry S. Walker and Ira A. Ward. Members Absent: Commissioner C. Norman Walker. Chairman Sennett stated that this was the time and place for the public hearing and read the following notice: TO THE CITIZENS OF ORANGE COUNTY: TAKE NOTICE that a petition hsa been Piled with the Board of - Coranissionera of Orange County requesting the re-location of the common boundary 13ne between the Orange County Rural Fire Department District and the EPland Fire Departmeat District. Baid re-location would add to the Efland Fire Department District and delete from the Orange County Rural Fire Department District the following described area: BEGINNINf~ at a point where S.R. 1332 intersects with the Eno River; thence with S.R. 1332 in a Northwesterly direction to its intersection with S.R. 100!{.; thenoe with S.R. 1001. in a Southerly direction to its interaeation with U. B. Highway 70; thence with Highway 70 Weat to its interaeation with S.R. 1316; thenoe with B.R. 1316 in a Southerly direotion to its intersection with B.R. 1377; thence with S.R. 1377 in a Southerly direotion to its intersection with S.R. 11LFlF; thence with S.R. 11!{1} in an easterly direction to a point where said road crosses the Eno River; thence with the F?lo River in a Northerly direotion to a point where it intersects with B.R. 1332, the place and point of beginning.
