Members Present: Chairman Harvey D. Bennett and Commissioners William C. Ray, Henry S. Walker, Tra A. Ward and C. Norman Walker. Members Absent: None Chairman Bennett stated that Chia meeting would be aonPined to discussion of the proposed 1972-1973 budget. The Board members offered various proposals aoneerning the requested appropriations. However, it was agreed that it would be inappropriate to raise the tax rate above the one dollar and twenty cents ($1.20) per one hundred dollar valuation. Commissioner Ira A. Ward suggested it would be necessary to reduce the Capital Outlay appropriation to one hundred and thirty dollars ($130.00) per student and that the allocation should be made on a per capita basis, to limit personnel services to Pive percent (5~) above last year, delete $25,000 Prom the Seven Mile Creak appropriation and delete $25,000 Prom the landfill appropriation. He stated that these reductions would reduce the proposed tax rate to one dollar and twenty-three cants ($1.23) per one hundred dollar ($100.00) valuation and that he would be willS.ng to vote Por the one dollar and twenty» three cent ($1.23) rate. Discussion ensued and the other Board members stated their willingness to adopt the reduationa, as cited by Commissioner Ward, but that they still felt other budget reductions ahoul.d be made in order to brii:g the tax rate back to one dollar and twenty cents ($1.20) per oaa hundred dollar . valuation ($loo.oo). The Chairman directed the County Accountant to further study the appropriation requests in order to determine if the anticipated revenue and the budget estimate surplus would allow the tax rate to be established at one dollar and twenty aenta ($1.20) per one hundred dollar ($100.00) valuation. The Board agreed that the Capital Outlay Funds should be divided on a per capita basis. Bennett, and Commissioners William C. Ray, Henry S. Walker, Ira A. Ward and C. Norman Walker. Members Absent: None This meeting was held Por the purpose of continuing discussion on the proposed 1972-1973 budget. The County Accountant reported that he did not have enough oP the revenue estimates completed, therefore., it would not be possible Por the Board to finalize the proposed budget. Chairman Bennett recognized Mrs. Mary Scrogga, Chairman of the Chapel Hill School Board and Dr. Robert Hanes, Superintendent of that School Unit. Commissioner Ira A. Ward stated that he understood the proposed Capital Outlay appropriation of $66l},160.p0 to the Chapel kLt11 School Unit did include Punda Por the completion of the k~ihesus Road School. Dr. Hanes stated that this had been his anderstanding, however, it wsa apparent that there had been a mis- understanding between the Chapel FIill Sahool Board and the Commissioners regarding the Currant Expense appropriation. Dr. Hanes said that he understood the Commissioners had stated that the:Chapel Hill unit would be budgeted the sum of one hundred and thirty dollars ($1-30.00) per student or $651,x,160 plus any carry over of any Currant Expense revenue that developed at the close of the avrrent fiscal year and that at this time there appeared that a sum of $55,000 would be the surplus Por this unit. The Board advised Mrs. Scrogga and Dr. Hanes that this wee not their intention and that they intended, only, to provide s total sum of $651,160 to the Schecl Unit Por the fiscal year 1972-1973. The Board oP County Commissioners oP Orange County met in adjourned session in the District Courtroom of the Courthouse in Hillsborough, North Carolina on Friday, July ].1a., 1972, at 8 P.M. Members Present: Chairman Harvey D. Bennett and Commissioners William C. Ray, Henry S. Walker, Ira A. Ward and C. Norman Walker. Members Absent: None Chairman Hennett recognized Mrs. Mary Scrogga, Chairman oP the Chapel Hill School Board, Dr. Robert Hanes, Superintendent of that school unit and a delegation Prom the Chapel Efill Sahool area. Mrs. Scrogga advised the Board that the Chapel Hill School Board had, at a previous budget meeting, misunderstood the proposed appropriations Por Current Expense when the matter had been reviewed by the Board and the Chapel Hill School Unit. She stated that the Chapel Hi11 School Board had understood that the Board of Commissioners would allocate to the unit $6sl},160 Por Current Expenses and that in addition the Chapel Hill Sahool Unit would receive approximately $60,000 which had been carried over Prom the previous year. Chairman Scrogga stated that the Sahool Board felt this money could be used to present a reasonable academia progr am, however, if their 1972-1973 budget appropriation amounted to, only, $651,160 it would be necessary to delete the reading programs in the first three grammar grades. Several members of the delegation spoke in support of the reading program and stated that they would be willing to pap additional district or county taxes in order to Finance the program. Chairman Sennett requested the County Account to make a report on the latest revenue projections. The County Accountant reported that without a increase in the proposed tax rate an increased appropriation of between $60,000 and $75,000 could be F'-. made. That these increased appropriations were made possible beasuse of previous budget cuts made by the Commissioners. Discussion ensued. Commissioner Ira A. Ward suggested the overall budget __ be increased by $75,000. OP this sum $26,000 would be put into the Seven Mile Creek reservoir fund and the remaining $60,000 be put into the School Current Expense Pund. This increased appropriation Por Sahool Current Fkpenae should allow each school unit to receive innluding Derry-over Prom the previous fisoal year roughly $135.D0 per student. The Board concurred with Commissioner Wards suggestion.
