I4embera Present: Chairman Harvey D. Bennett, and Commissioners William C, Rap, Henry S, 1•TQlker, Tra A. Ward and C, Norman Talker. I Members.Absent: None I i The Cour_ty Board of Education met with the Board of Commissioners to present its budget request for the coming fiscal pear. Their proposed Current Expense budget totaled $662,$00.00. This sum amounts to approximately x136.00 par pupil based on the A & E enrollment for the year just completed. The basic difference i in the budget being presented now and the budget of the year just being concluded can be found in the Instructional Services area (Codes 621 and 622). I In the 621 Code area the County wants to increase the number of locally raid teachers from 61s to 13. They also want to add !} additional teachers' aids and 2 janitors in the elementary school area. The new teachers reaueated would work ~ in the area of full time Librarian, Physioal Education, y=uric, $rt and non teaching ~I Principal. I In the 622 area (Junior High School and High~School) the Board of 1•;ducation li wants to increase the number of locally »aid teaahe~s from 9 to 15. Since they lost two teaahera because of decreased enrollment during the past year the net I teacher increase would be only four. These teachers would work in the area of ri2usic, Art, Physical Education, Typing, French and possibly Auto iiechanics. I The 3oard of Education submitted a Capital Outlay budget request of X781,384.00 Superintendent Williams stated this request could be reduced by the amount of unencumbered appropriation the Board of Education would have at the close of the fiscal year. He estimated this to be about $100,000.00 The most significant code in this budget is 681-3, New Buildings and Grounds. II There the unit is asking far ~525,aoo. Of this sum x400,000, is to be earmarked ', for replacement of the Grady Brown Saheol. This new facility is estimated to cost Iii 1.2 million dollars. The remaining $12$,000, would be used to complete a football stadium at Orange High School. Stands, toilets, etc, in the stadium 'i would cost x$0,000. and lights would spat about $30,000. ,• Commissioner Ira A, Ward suggested the Board of Commissioners arrange a joint meeting with the Orange County ABC Board, the Orange County riambera of the Orange, Person, Chatham t?ental Health Board to discuss the Mental Health I appropriation for the coming year. Discussion ensued. The County Administrator was inatruated to arrange a meeting between the ~I Commissioners, the ABC Board and the Orange County Ftembers of the Orange, Person, Chatham I4ental Tiealth Board on Thursday, June 15, 1972, at $ P,M, Theio being no further business to come before the Board the meeting was adjourned to meet again on Thursday, June 15, 1972. Bvok 7 Page 1!.57 Mrs. Pat Walton, Secretary, and Mra. Evelyn Murdock, Board Member of the Orange, Person, Chatham i$ental Health Authority were present and presented their budget request. The agenoy is requesting the County to increase its allocation to them from $10,000 annually to $20,000 annually. Mr. J. T. Gobb®]., Chairman of the Orange County A3C Board, and Mr. Burnioe Ward, Board Member were present to hear their presentation as the ABC Board has been making a contribution to this agency. In the fiscal year just closing the ABC I3oard approved about $9,300 for alcoholic related aerviaes of this agency. During the coming year the Mental Health Authority is requesting the ABC Board ~o increase its annual allocation to $20,000.00. Mra. Walton stated funds for her agenoy were derived from several souroes: 1. A federal grant for staffing purposes of 75~. The balance of their staffing funds are provided by State and County appropriations. 2. A federal grant for alcoholism purposes of 9~. The balance of funds spent under this grant are from State and County souraea. 3. Patient reaeipta are rapidly increasing. St is estimated that they will aolleat around $9,000 3n Orange County during the coming year from this source. Dr. Silas Coley, Director of the Authority, discussed briefly the Aut2iority~s work and programs. If the requested funds era available the scope of their programs will be increased. However, the patient load of the center is beginning to increase, because it is beginning to receive more public acceptance. Gatti s, Acting Clerk I22NUTE5 OP' THE ORANGE COIINTY BOARD OE COP~STSSIDPdERS June 20, 1972 The Board of Commissioners of Orange County met in regular session in the Diatriat Courtroom of the Courthouse in Hillsborough, North Carolina on Tuesday, June 20, 1972. Members Present: Chairman Harvey D, Bennett, and Commissioners William C. Ray, Henry S, Wa7.ker, Ira A. Ward and C. Norman Walker. Members Absent: None Chairman Bennett called upon Mrs. Richmond Bond to present the budget request of the Chanel Hill Public Library for the aomiag year. Mrs. Bond reported to the Board that their library now had 20,000 registered readers and was aireulating 250,000 volumes annually. They realize that many of their registered readers had moved away and were considering a n®w registration. Mra. Bond stated their library now contained about 35,000 volumes. 2'[rs. Bond also stated the library had been given, by two citizens of Chapel Hill, a new bookmobile. The library wanted to place this machine into operation this fall. The Library Board requested an appropriation budget of $1q,5p0 for the 1972-1973 fiscal pear. Tn the current fiscal year the County provided this unit with ;$15,000.00. Chairman Bennett advised Mrs. Bond that the Board of Commissioners would take this request under consideration. 1
