BE IT FTTFtTRER RESOLVED, that a copy of this resolution be forwarded
to Honorable Marshall L. Cates, Chairman of Drange County Board of
Elections."
IIpon motion oP Commissioner Henry Walker, seconded by Commissioner
Ira Ward, the above resolution was unanimously adopted.
~~'"Chairman Bennett recognized Quentin Patterson and representatives
oP the State Conservation and Devslopment Commission. T;r. Patterson
explained that the Resource and Conservation Department was preparing its
forthcoming budget and that it was in the position to consider,
including in its budget proposals, the Seven Tii.le Creek Reservoir Project
if it was the desire of the Board of Commissioners to receive funds Eor
the said Seven Mile Creek Project. Each representative of the Conservation
Department explained how the funding of any project had to be managed.

The County Administrator presented s change order for the ~debco
Plant water line.
IIpon motion of Commissioner W311iam C. Ray, seconded by Cotmnisaioner
Heru•y S. Walker, it was moved and adopted, that Change Order Number 2
be signed by Chairman Bennett and that said Order would extend the 12"
water line, currently being constructed to the Webco Plant, an additional ~,
120 feet westward along the State Highway Commissions right of way.
There being no further business to some before the Board said
meeting was adjourned to mast again on Monday, April 2l~, 1972, at S
o'clock P. M.

The Board of County Commissioners of orange County met in adjourned
session in the Board Room of the Social Serviaea Building at 8 o~clock i
P. M. on T".onday, April 21}, 1972.
M"eiubora Present: Chairman Harvey D. Bennett, and Commissioners
?^Tilliam C. Ray, Henry S. Walker, lra A. ~Jard and C. Norman Walker.
Members Absent: None
Miss Rebecca Wall, Don T+Iatheson, representing the Hillsborough
Library Board, Lloyd Osterman, Librarian of the Hyconsechee Regional
Library and L. M, Cheshire, County Attorney, were present.
Chairman Bennett recognized Miss. Wa11. Tiiss IJa11 stated that she
was prepared to make a gift to the County of her homeplaae known as
"Burnside", however, she wanted this property converted into a public
library and wanted to be assured that the conversion would be made without
destroying the two existing buildings and that if this could not be done
then she would expect the property to be returned to her.
Chairman Bennett expressed the delight and the gratitude of the Board
in the generosity of 2iisa Walls gift. Iie stated that the Board would
retain an architect who would investigate the possibility and the
-- feasibility of converting the homeplace into a library. He assured bliss
Wall that the Ruffin Law Office would be maintained in its present state
and that if the County found it impractical to convert the house into a
usable library facility then the property would be deeded back to Miss :fall.
It was agreed that Miss Wall should be provided with a letter of intent
from the County relative to her gift.

Dear Miss Wall:
We acknowledge receipt of your generous gift of 5.78 acres given for
the purpose oP establishing a public library. The County proposes to
retain an architedt during the current calendar year fv^ the purpose
of determining the estimated oust of converting the property to library
use. We Further propose to proceed as soon as practicable provided
the proSeot is deemed feasible and aoosptable to the 'Torth Carolina
State Library.
Further, we agree to maintain Budge Thomas Ruffin's law office in its
present state in perpetuity. The County agrees to maintain the present
reaidenae in its present condition until. such time as work is oonanenoed
and to have the same oooupied by a responsible tenant until construction
oommenees.
Tf the project is not deemed feasible For library use, the County will
return title to you at the time such decision is reached, which shall be
within thirty days after the estimate oP cost is received by the County.
