Members Present: Chairman Harvey D. Bennett and Commissioners William C. Ray, Henry S, Walker, Ira A. Ward and C. Norman Walker. - Members Absent: None Tn the absence oP the clerk, S. M. Gatti s, County Administrator, read the .minutes oP the November meetings. Said minutes were approved. Chairman Bennett read letters which had been received Prom the State Highway Commission. Thn Board approved road petitions for SR 115, SR 1171 and SR 1172. Thg Clerk was dirented to Forward these petitions to the State Highway Commission. Chairman Bennett presented a letter Prom Wake County relative to the organization oP Region J. It was agreed that Chairman Bennett and the County Administrator shobld attend this organization .meeting. Norman Long, Cquaty Zoning Officer presented a plat entitled Property of James J. Freeland. Said plat load been approved Per recordation by the County Planning Board. Upon motion oP Cgmmisaioner Henry S. Walker, aeaonded by Commissioner Norman Walker, it was moved and adopted, that said plat be approved For recordation and that Chairman Bennett be authorized to sign same. Upon motion oP Commissioner William C. Ray, senonded by Commissioner Henry S. Walker, it wsa moved and adopted, that John A. Soarlett oP Mt. Herman Church Road, Durham, N. C., be appointed to Y111 the unexpired term of Eugene Wilson on the County Planning Board. Commissioner Ira A. Ward presented a report relative to the legislating oat which reconstituted the Mental Health Authorities. Coamiisaioner Ward stated that all Authorities moat now have Fifteen (15) appointed committee members and that this membership must be made from certain eeleated professions. _ In rengnatituting the Orange, Person and Chatham Authority it had been sugggated that Orange County appoint two Commissioners, one Doctor, one Lawyer, and one citizen who had demonstrated an active interest in the mental health programs of the County. Upon motion of Cgmmi.esioner Norman Walker, aeaonded by Commissioner Henry S. Walker, it was moved and adopted that Commissioners Ira A. Ward and William C. Ray be appointed to the Orange, Per eon and Chatham Mental Health Authority. Upon motion of Commissioner William 0. Ray, aeaonded by Commissioner Norman Walker, it was monad and adopted, that Dalton H. Loftin, Attorney at Law, Hillsborough, N. C., be appointed to the Orange, Person and Chatham Mental Health Authority. Upon motion aP Commissioner Ira A. Ward, aecondgd by Commissioner Henry 5. Walker, it was moved and adopted, that Dr. W. G. Donley, III of Willow Drive, Chapel Hill, N. C., be appointed to the Orange, Person and Chatham Mental Health Authority. Upon motion of Commissioner Ira A. Ward, aeaonded by Commissioner William C. Ray, it wag moved and adopted,that Mr a. Ebelyn Murdock, 902 Christopher Rgad, Chapel Hill, N. C. be appointed to the Orange, Person and Chatham Mental Health Authority. Chairman Bennett reported to the'~oard,that Philip Sahinhan had made a ogmplaint about dirt being dumped into Morgan Creek and Mr. Sehinhan had requested the Board of Commissioners to contact the District Solicitor and advise him that -. this offense was being committed. The County Attorney advised the Board that the General Statutes, to which Mr. Sahinh~.n had referred, had been repealed by the 1969 General Assembly and that the Board of County Commissioners had no authority to act on said matter. Chairman Bennett stated that he would advise Mr. $ahinhan as to the Psats. The Board decided that the County employees would be•given Friday, December 24th and Monday, December 27th as Christmas holidays. ~, . d The County Administrator stated that Ed Palmatier of Glen Hill Lane, Chapel Hill, North Carolina, had requested that the late listing penalty, which is currently charged to his 1971 tax bill, be released. Mr. Gattia stated that Mr. Palmitier was in England during January, 1971, and that he had been adv~aed by the tax department that he could list his 1971 taxes by mail. Mr. Pal tier did attempt to mail his tax Porm, but the English postal service was on strike and the strike extended until Maroh, 1971, therefore, his tax form was not received. The Board dir9d~ that the late listing penalty against Mr. Palmitier be released. - The County Administrator reported that plane to have Covaty residents list their tax by mail was being implemented. Chairman Bennett recognized Marion Clark, Secretary aP the Hillsborough Volunteer Fire Department and Chandler Cates, Chief of the Hillsborough Volunteer Fire Department. These representatives presented reports and suggested plane relative to the establishment oP a Countywide Fire Protection District. Discussion ensued relative to the advantages and disadvantages oP adoptiag a tax supported Countywide Fire Protection District. They Piled the following report: REPORT OF FIRE PROTECTION STIIDY A. Decided in favox of departments in population centers and disregard Insurance underwriters regulation due to Following reasons: 1. Difficulty in locating departments within mileage. Regulation and have sufficient manpower in reasonable distance of station. 2. Cost oP equipment and buildings too great for immediate organization oP all required departments on mileage basis. E. Carr -Cedar Grove - Caldwell - Efland - Orange Grove -White Cross - New Hope 2. Provide financial assistance to above departments for capital improvements and annual operation. 3. Provide operational Sluida'for exiatine~ departments with due consideration toward providing additional equipment Par mutual aid to other communities. 1}. Provide some type County Wide Emergency communication system. Police, b'ire, Rescue - Make it available to all countq-reaid_ents. r _ ~~~ 5. Provide fire hydrants on all new star lines and on existing lines in areas of need. Also, provide suction stations on sufficient water compounds outside of hydrant areas. Cates Manpower - Equipment - Buildings - Communications The Board of Com~i.saionera agreed that there did exist a need Por Countywide Fire Protection Districts. Mr. Clark and Mr, Cates were requested to further investigate the desirability of estab],ishing said diatriata and were given the approval oP the Board to proceed with plane for additional study oP the matter. Chairman Sennett recognized Walter McDade, Director of the EPland Multi Purpose Center. Mr. McDade stated that he would like to have a officer who would be present at the center during certain hours and that he had talked with Sheriff Enight about police protection, however, the Sheri.Pf had stated that he did not have available funds to pay the salary of an individual who could be on the premises. Mr. McDade requested that the Board make available the necessary funds for the employment of a security officer for the Efland Ma].ti Purpose Center. Chairman Bennett advised Mr. McDade that the Board would have to disease the matter with Sheriff ILnight before any action could be taken as the Board did not fully underataad what problems the SherifP~s department would be encountering by providing this security officer. Commissioner Henry Walker stated that this was the day in which the Board needed to elect its Chairman fox the coming year. He moved that Chairman Harney Bennett be re-elected as Chairman oP the Board. Commissioner William C. Ray offered a second to the motion and Chairman Sennett was re-elected as Chairman of the Board Por the next yeas. F ~~r Upon motion oP Commissioner Ira A. Ward, seconded by Commissioner William C. Ray, it was moved and adopted, that Commissioner He my S. Walker be nominated as Vioe Chairman of the Board far the coming year.
