The County Administrator advised the Board that a request had been received
from the State Highway Commission as_to the name oP the person who had been
designated to supervise the removal of graves. The County Administrator stated
that under new legislation adopted by the last session of the legislature the
authority for designating such an individual was contained in General Statutes
b5-13(s). -
Upon motion of Commissioner William C. Ray, aeaonded by Commissioner 7xa A.
Ward, Dr. 0. David Garvin, Health Director, or one of his assistants was
designated to be reaponaible For the aupervis5.on of the removal of graves. __
Commissioner Ira A. Ward suggested that Chairman Sennett contact the
Department of Natural & Economic Resources relative to the decision reached by
that department on the Whittaker Corporation matter.
L. M. Cheshire, County Attorney, advised the Board that he had received
a request from Rex Savery, Attorney for Cora Morrow, requesting the Board to
release the one-eighteenth (1/18th) interest of Sam and Lula Mae Perrq on one
acre of land which had been purchased from a twenty-five sate tract belonging
to the heirs oP Jerry Perry. The County lien had been filed against Sam and
Lu1a Perrq. Mr. 3avery had submitted the consideration of twenty-five dollars
($25.00) for the release of the lien against the one acre of land. It was
understood that the lien was still in affect against the other twenty-four sates.
Upon motion of Commissioner William C. Raq, seconded by Commissioner Hemrq
S. Walker, it wsa moved and adoppted, that the County Attorney be authorized to
release the one eighteenth (1/18th) intareat of Sam and Lola Mae Perry from the
lien dooket in the Clerk of Courts oPfiae.
There being no further business to some before the Board the meeting wee
adjourned to meet again an Tuesday, November 2, 1971, at 8 p.m. in the
Commissioners Room at the Courthouse in Hillsborough, North Carolina

BCARD CF COMMISSIONERS
November 2, 1971
The Board of County Commissioners of Orange County met in adjourned session
in the Commissioners Roam at the Courthouse in Hillsborough, North Carolina at
8 P. M. on Tuesday, November 2, 1971.
Members Present: Chairman Harvey D. Bennett, and Commissioners William C.
Ray, Henry S. Walker, Ira A. Ward and C. Norman Walker.

Bill Witherspoon, Representative of the Department of Natural & Economic
Resouraea, Tim Yarborough, Representative of the Whittaker Corporation, Steve
Strowd, Representative of the owners oP the proposed plant building, Pearson
Stewart, Representative of the Research Triangle Regional Planning Commission
and Fred Cates, Mayor of the Town of Hillsborough, were present.
This meeting was held for the purpose oY discussing with all members present
the request whioh had been received from the Whittaker Corporation relative to
the supplying oP water and sewerage service to the proposed plant site which is
to be located Sontheeat of Hillsborough.
Chairman Bennett recognized Jim Yarborough. Mr. Yarborough stated that his
company planned to occupy a building which would be comprised of 87 000 square
feet and that the plant would emploq approximately seventy-Pine (75j persons
and that he felt certain that the Whittaker Corporation would invest at least
$2,OOO,p00.00, two million dollars,•in the proposed facility.

~'~ Chairman Sennett recognised 8311 Witherspoon. Mr. Witherspoon stated i
that the Department of Natural and Faonomic Resources must be completely
assured that the proposed waste treatment facility of the H311aborough sewerage
plant oould adequately treat.any affluent that would be emitted into the Eno ~ .
River. He stated that such affluent must meet the requirements oP the A-2
classification. Mr. Witherspoon stated that his department wea slao interested
in any agreement which would be made between Orange County and the Town of
Rillabarough relative to the releasing of the water from Lake Orange to
augument the flow of Tao River during periods of extreme drought.
Chairman Bennett recognized John Pridgen, Engineer,_who had been employed ^
by the Town of Hillsborough an the water and sewerage projects for the Whittaker
Corporation and the Valley Forge Corporation. Mr. Pridgen stated that the new
F3311aborough sewerage facility ao~l.d adequately handle the waste materials
from the proposed Whittaker Dyeing & Finishing Plant. He stated that the Town
wouJ.d require the Whittaker Corporation to pre treat the effluent ensi.tted from
its plant and that the use of phenols and other chemical agents would not be
allowed.
Chairman Bennett recognized Pearson Stewart of the Research Triangle
Regional Planning Commission. Mr. Stewart stated that the Research Triangle
Regional Planning Commission disagreed with the Department of Natural and
Economic Resources as to their opinion relative to the total availability
of the water in the Eno River. Re stated that considering the long term growth
prospects of Central Crange County that it appeared unwise to commit such a
large portion of its water resources to any industry that would oonsume on the
average of 3,300 gallons oP water per day per job created.
Commissioner Ira A. Ward asked Mr. Witherspoon when the Department of
Natural & Economic Resources would be in the position to make a positive
aeaeasment as to the desirability of the dyeing and Finishing plant.
Mr. Witherspoon reported that his department Would provide a paeitive
answer after the improvements and enlargements to the H111aborough sewerage
plant were completed and fasts were made. He stated that his department would ~
not take a position on the question of whether or not it would be,advieable for
Orange County to commit its natural resources.
Mr. Stroud stated that his organization had been led to believe that water
and sewerage Paailitiea would be provided to the proposed plant site at no cost
to his company.
Commissioner W311iam C. Ray stated that the County would welcome any good
clean industry and that he Pelt adequate water was available to operate the
proposed plant, however, he felt that any industry coming into the County
should be.prepared to pay its own way. i
Chairman Bennett designated Comznisaioner William C. Ray, the County
Administrator and himself ae the Committee to negotiate with representatives j
of the Whittaker Corporation relative to the requested sewerage line. _~""
