HomeMy WebLinkAboutMinutes - 19710907~..~.K 7 PAGE ~~~ Ml'NUTES OP' THE ORANGE COIINTY BOP_RD OF COMMISSIONERS September 7, 1971 The Orange County Board of Commieaionera met in regular session on Tuesday, September 7, 1971, at ten o'clock a.m. in the Conference Room of the Social Serviaee Building in Hillsborough, North Carolina. .1 Members Present: Chairman Harvey D. Bennett, and Commiasianexs William C, Rag, Remy S, Walker, ?ra A. Ward and C. Norman Walker. P4embers Absent: None - Minutes of the previous meetings were read and approved. Chairman Sennett recognized J. Edward Bradaher. Mr. Bradaher stated that he was present to protest his 1971 tax bill. Chairman Bennett advised Mr. $radaher that the Board would pursue the matter when the Tax Assessor joined the meeting. Chairman Sennett advised the Board that a letter from Clifton Benson, Highway Commissioner, had bean received and that said letter advised that additional funds rJa.d been appropriated for the completion of Highway 86 North into Hillsborough. Chairman Bennett read a letter Prom Ebert Pierce advising the Board that the Orange County Home Demonstration Agent had been instrumental in making the plans for a recant State ~„-Fi dress review. Chairman Bennett presented a letter from Clifton Craig, State Director of the Social Services Department, acknowledging the aaaeptanae and appointment of Commissioner Norman Walker to the Orange Cour_tg Board of Social Service a. Chairman Bennett presented portions of a report received from the Grand Jurg. Discussion ensued relative to the matter oP Industry Appreciation Week. It was agreed that the County Administrator should contact Jpe Augustine and Bernice Ward relative to the planning of some tgpe of program in observance of Industry Appreciation Week. Chairman Bennett reaogni.zed S. M. Gattis, Countg Tax Assessor and requested that he advise the $oard as to his findings on the matter of J. Edward Bradaher'a -. request for refund of a portion of hie 1971 taxe-s. Mr. Gattis explained that hx. Bradaher'a 1971 tax bill had been adjusted due to the fact that the building in question had been removed from hie property. Commissioner Henrg Walker moved that a refund of $x.0.00 be made to Mr. Bradaher based an the facts which had been presented. Discussion ensued. Commissioner Walker's motion died for the lgok oP a aeaohd and the matter was referred to the County Attorney for further ~.nveatigation to see Sf the sum of ~L~0.00 could be collected Prom Rog Collins, owner of the building, which had been located on Mr. Bradsher's land. Chairman Sennett presented a letter from Quentin Fatterson, District Conservationist relative to a proposal which had been approved by the Steering Committee of the North Central Piedmont Resource Conaertration and Development Program meeting June 20, 1871, for studies leading towards an application for a P.L. 566 Small Watershed Protection and Flood Prevention Project on New Hope River. The streams located in Orange which are involved in the New Hope Water- shed are Morgan, Little, New Hope Creeks and their tributaries in Orange. Discussion ensued on the matter. TTpon motion of Commissioner William C. Ray, seconded by Commissioner Ira A. Ward, it was moved and adopted that the Board endorse the proposed Study of the Flood Control Project in the New Hope Watershed area. The following road petitions were presented and the Clerk was requested to forward same to the State Highway Commi asion: Dumont Drive, Holiday Park Road, Wave Road, Greentrae Drive oPf of Miller Road and Heritage Hills. Discussion ensued relative to Highway 86 North. Coamlisainner William C. Ray stated that some oP the traffic now being diverted through the Town oY Rillsborough could be eliminated if signs designating the direction oP Highway 86 North could be placed at the Efland and Eno interchanges on I-85. E~~r: ~ PAGE ~9~ Upon motion of Commissioner Wi113am C. Ray, seconded by Commissioner Ira - A. Ward, it wsa moved and adopted, that the State Highway Conmmisaion be requested i to place signs at the Efland and Eno interchanges designating the rov.ta to highway 86 North. Discuaeion ensued relative to the naming of the road which runs in r front of the General Eleotria plant. Commissioner Renry Walker pointed out that to turn right off of highway __ - 70 onto the St. Mary's Road, when you are headed Weet, is a difficult task ,_ especially if another car headed South is waiting to cross Highway 70; in that, the road is narrow and the turn is sharp. He suggested that the State Righway Commission be aontaated and requested to investigate the intersection of St. Marys Road and N. C. Righway 70. The Clerk was instructed to write the State Highway Commission. Chairman Bennett recognized Norman bong, Zoning Officer. Mr. Long requested that the Board set a date, time and place Por a public hearing on zoning matters. It was agreed that the public hearing on zoning matters would be scheduled Por Thursday, October 28, 1971, at 8 P.M. in the Courtroom of the Courthouse in Hillsborough. The County Accountant advised that a data should also be set Por the Board to meet as a Board of Equalization and Review. It was aggreed that the Board would meet as a Board of Equalization and Review at 8 P.M. on - Monday, September 13, 1971, in the Commissioners Room at the Courthouse in Hillsborough. There being no further business to come before the Board said meeting was adjourned to meet again on Mondap, September 13, 1971. f Harvey D. Members Present: Chairman Harvey D. Bennett and Commissioners William C. Ray, Remy S. Walker, Ira A. Ward and C. Norman walker. i I Members Absent: None ~ ' I Upon motion of Commissioner Ira A., Ward, seconded by Commissioner Henry '; S. Walker, it was moved and adopted, that Dr. Alan E. Stiven be appointed as a member of the Chapel Hill Board of Adjustments. !, Disousaion ensued relative as to the convenient time for a meeting with the Alamance County Board oP Commissioners. It wsa agreed that the Board would meet with the Alamanae County Board of Commissioners on :Mondap, September 20, 1971, at 8 P.M. tp discuss the selection oP a consultant wha would make a study as to the need for a juvenile detention facility. Chairman Bennett recognized Fred 5. Cates, Mayor oP the Town of Hillsborough, John Roberts and Jaak Martin, members of the Town Board of Alderman. These Town representatives were present to discuss with the Board as to the plans for providing sewerage servioes to the site of the proposed Whitaker Corporation ._. plant. Chairman Bennett stated .that the Board was not in the position to disausa the matter as tb.e preliminary report, which was being made by John Pridger_, had not been received by the Board.
