SUBJECT: Ten (10) Year Plan to End Homelessness Executive Team—New Appointment

PURPOSE: To consider the appointment of a BOCC Representative to the Executive Team of
the Orange County Partnership to End Homelessness.
BACKGROUND:
In May 2007, the Board of County Commissioners formally approved the Orange County 10
Year Plan to End Homelessness that was developed by a broad based coalition of community
organizations comprising the Orange County Partnership to End Homelessness. The main
focus of the Plan is to end chronic homelessness, without excluding the needs of all homeless
individuals and families. To that end, the Plan contains five goals towards the elimination of
homelessness in Orange County.
Goal 1: Reduce Chronic Homelessness
Goal 2: Increase Employment
Goal 3: Prevent Homelessness
Goal 4: Increase Access to Services
Goal 5: Increase Public Participation in Ending Homelessness
An integral component of the Plan was the establishment of an Executive Team that will ensure
that the goals, objectives, and strategies of the 10 Year Plan are being met, and to help address
the inevitable. challenges inherent in this ambitious initiative. The Executive Team was
established in August 2007 and consists of a representative from the four elected bodies, the
Triangle United Way, the University, and other community representatives. The Team is
currently very active and meets each 1st Wednesday of the month at 6:00 pm. Former
Commissioner Moses Carey was appointed as the BOCC representative to the Team at that
time. Since Commissioner Carey is no longer a member of the Board of Commissioners,
another Commissioner is needed to represent Orange County on the Executive Team.
FINANCIAL IMPACT:
Appointment of a representative does not have any direct financial implications.
RECOMMENDATION(S): The Manager recommends that the Board appoint a representative to
the Executive Team of the Orange County Partnership to End Homelessness.
