SUBJECT: Change in BOCC Regular Meeting Schedule for 2009

PURPOSE: To consider two changes in the County Commissioners' regular meeting calendar
for year 2009.
BACKGROUND: Pursuant to North Carolina General Statute 153A-40, the Board of County
Commissioners must fix the time and place of its meetings or provide a notice of any change in
the Regular Meeting Schedule:
• Adding a BOCC Meeting (closed session) on Monday, February 2, 2009 and
Wednesday, February 4, 2009 at 9:30am and 1:00pm for the purpose of:
"considering the qualifications, competence, character, fitness, conditions of
appointment, or conditions of initial employment of an individual public officer or
employee or prospective public officer or employee" NCGS § 143-318.11(a)(6) — at
Southern Human Services Center; and
• Adding a BOCC Meeting, where four or more County Commissioners could be in
attendance, on Wednesday, February 25, 2009 at 7:30pm at the Southern Human
Services Center in Chapel Hill (see below for details)
The OWASA Board of Directors has scheduled a Joint Meeting with the Carrboro, Chapel Hill
and Orange County elected Boards to present its proposed changes in the Water Conservation
Standards for OWASA customers. This will be a 20-minute presentation, beginning at 7:30pm,
followed by discussion.
Then, at approximately 8:45pm, Orange County's greenhouse gas study consultant from
Toronto will present the Countywide Greenhouse Gas Emissions Inventory and Forecast. The
County will be inviting the Hillsborough Board of Commissioners to attend this portion of the
meeting as well. This initiative is a joint project of the County and towns.

FINANCIAL IMPACT: NONE
RECOMMENDATION (S): The Manager recommends the Board amend its regular meeting
calendar for 2009 by:
• Adding a BOCC Meeting ( closed session) on Monday, February 2, 2009 and
Wednesday, February 4, 2009 at 9:30am and 1:00pm for the purpose of:
"considering the qualifications, competence, character, fitness, conditions of
appointment, or conditions of initial employment of an individual public officer or
