POLICY: SECURITY OF COUNTY BUILDINGS
A. PURPOSE
The purpose of this policy is to protect the physical assets,
information and records, and safety of personnel through the use of
good safety practices and precautions. It is essential that each
employee actively participate in the County's security program and
follow these guidelines and procedures as outlined in this policy
statement. This policy applies to all County buildings.
B. SECURING BUILDINGS
Physical assets are most vulnerable after normal working hours.
These assets can be protected by securing buildings after the close
of business each day.
1. In buildings with a single department, the Department Head
or his/her designee is responsible for locking exterior
doors at 5:00 p.m.
2. In circumstances when employees work after 5:00 p.m., the
Department Head is responsible for ensuring that the
responsibility for securing the building is established.
3. In buildings with more than one department as occupants, the
Department Heads will coordinate together to appoint one
from their group to be responsible for security. This
responsibility may be rotated.
4. The Department Head is responsible for ensuring that
employees are educated in the County security policy and
that all procedures are followed.
5. After-hour meetings:
a. When night or weekend meetings/activities are held
in County facilities, the Department Head or employee
arranging the meeting or activity is responsible for
securing the building during and after the meeting.

~~ J`' b. All accessible areas of the building are to be checked
prior to locking the building. In meetings with a
small number of attendees, the employee responsible
for the meeting may lock the exterior door. This is
only advisable when there is a push-bar exit on the
door, to allow immediate exit in case of emergency.
4. Buildings and Grounds and Custodial Services staff will wear
their County badges at all times while on duty.
E. Office Equipment Security
1. Department heads are responsible for taking periodic
inventories of office equipment such as personal computers,
printers, typewriters, Xerox machines and other portable
units.
2. Locking of interior doors to secure office equipment is left
to the discretion of the Department Head.
3. The interior door to the mainframe computer is secured at
all times. Only designated personnel are allowed in the
room where the mainframe is located.
F. Personal Security
1. Each employee is responsible for his/her personal security.
Employees are encouraged to take advantage of training
programs sponsored by the Personnel Department on personal
safety.
2. Each employee is also encouraged to take self defense
measures such as moving personal cars near lighted areas
when planning to work at night, walking with a co-worker or
in groups, not stopping to pick up strangers, releasing
possession of property in order to protect oneself, and
making sure that someone knows where you are and when to
expect you.
G. Vandalism or Theft of County Property
1. When evidence of vandalism or theft is detected, employees
are to report their findings to the Department Head or
person in charge of security for their building.
2. The person responsible for security will confirm the report
and contact the Sheriff's Department or appropriate law
enforcement agency for the jurisdiction. After the law
enforcement agency has responded, other department whose
services are required are to be contacted, i.e., Public
Works, Data Processing, Central Services, etc.
