HomeMy WebLinkAboutP-0210 - Recognizing Heroism 06-26-1995-COLICY FOR INSERTION INTO THE POLICY MANUAL MEETING DATE: June 26~ 1995 EFFECTIVE DATE: June 26. 1995 POLICY: RECOGNIZING HEROISM NUMBER: P:0210 REVISIONS: June 2. 1997 To recognize citizens in the community who have demonstrated heroic acts to save other citizens from harm or death, the Board of Commissioners have implemented the following process to identify possible recipients and officially recognize their service. The procedure is as follows: I. IDENTIFYING RECIPIENTS E~ II. 1 The Community Hero Award is to be reserved to recognize outstanding service to the Orange County community. Recipients may be identified by any citizen living in Orange County. This would include the members of the Board of County Commissioners and members of any of the EMS or law enforcement agencies. Names may be submitted to the Board of County Commissioners' office at P.O. Box 8181, Hillsborough or other county or city elected official. The EMS Advisory Council has been charged by the Orange County Board of County Commissioners to screen applications/nominations for recognition of "heroic acts to save other citizens from harm or death". The EMS Advisory Council makes recommendations on awards; the Board of Commissioners makes the final decisions on awards. CRITERIA/CONSIDERATIONS FOR HEROISM AWARDS: A. Although there is no standard format for nominations, sufficient detail must be provided in writing concerning the date, time, location and nature of the act or service nominated to.allow .both the Council and Board of Commissioners to make informed evaluations (a suggested outline is available from the Orange County Department of Emergency Management. B. Nominations should be accompanied by first hand accounts or reliable media reports of the act or service performed. C. Whether the actions of the nominee clearly stand out from those of others who may have been at the scene. D. Whether the nominee lost his or her life trying to help someone in need should be considered for the award. E. Different levels of award maybe made depending on whether the nominee was in real (or perceived) danger of death or serious bodily harm. F. Whether the nominee is acting in a civilian capacity at the time of service or act. G. Whether the nominee is providing a service which they are professionally trained to provide on a regular basis H. Any citizen of Orange County can submit a nomination Any service or act performed in Orange County can be recognized, regardless of whether the nominee is an Orange County resident. J. If the nominee was not in danger of death or serious bodily harm, but still rendered service to someone who , a different level of award may be recommended. K. Any Orange County resident who performs an act or service maybe nominated, even if the act or service did not take place in Orange County. L. Any or all established criteria may be waved on a case by case basis by the EMS Advisory council in recommending an award to the Orange County Board of Commissioners, if the Council determines that to do so would clearly advance the objectives of the heroism recognition program M. Nominations should be presented the EMS Advisory Council within three years of the date of the act or service. III. TYPES OF ORANGE COUNTY AWARDS: A. CITIZEN Meritorious Action Award Involvement or Assistance Plaque and Citation to provide aid B. CITIZEN OR PUBLIC SAFETY Legion of Honor Loss of life attempting to Posthumous Plaque and save a life Citation to family Courageous Action Award Risked life or bodily harm to save a life Plaque, Citation and Metal Lifesaving Award Appropriate actions to save a life Plaque, Citation and Metal s MAKING PRESENTATION OF AWARD: The presentation will be made at a regular Board of County Commissioners meeting. The Award would be by proclamation vote of the Orange County Board of Commissioners. This person, so honored, would be presented a lapel pin with the word "HERO" under the County Seal and a clock appropriately engraved and a Citation. His/Her name will be engraved on a plaque located in the Orange County Administrative Building. r~ 10 A motion was made by Commissioner Brown, seconded by Commissioner Carey to approve the proposed amendments as presented at public hearing on February 24, 1997. 3 VOTE: UNANIMOUS 4 5 B. 1996-97 AUDIT PROPOSAL AND CONTRACT 6 A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to award 7 the audit contract for the fiscal year ending June 30, 1997 to Deloitte 8~ Touche, LLP, in an amount not 8 to exceed $56,300 and authorize the Chair to sign on behalf of the Board. 9 VOTE: UNANIMOUS 10 11 ~ C. RECOGNIZING HEROISM POLICY ~p - ~- q 12 The County Commissioners considered a revised policy for recognizing heroism. They 13 decided to maintain the language in the present policy and incorporate it into the new policy. 14 A motion was made by Commissioner Gordon, seconded by Commissioner Halkiotis to 15 approve the revised policy including incorporating the language from the present policy in the revised 16 policy. 17 VOTE: UNANIMOUS 18 19 D. MEMBERSHIP TO THE GREATER TRIANGLE REGIONAL COUNCIL -- 20 The Board considered whether or not to continue their membership to the Greater Triangle 21 Regional Council 22 A motion was made by Commissioner Crowther, seconded by Commissioner Carey to 23 approve a contribution of $1,000 to this Council. 24 VOTE: AYES, 2; NOS, 3 (Commissioners Brown, Gordon and Halkiotis) E. BID AWARD _ PUBLIC WORKS PAVING PROJECT 27 A motion was made by Commissioner Halkiotis, seconded by Commissioner Brown to 28 award a bid and approve a contract, contingent upon Attorney and Staff review, to Blythe Constnaction, 29 Inc. for paving pursuant to Alternate #3 in the bid submitted April 29, 1997, in an amount not to exceed 30 $176,800 and to authorize the Chair to sign on behalf of the Board. 31 VOTE: UNANIMOUS 32 33 F. RIVER PARK 34 As a member of the work group associated with this River Park, Chair Crowther made this 35 presentation, utilizing the map of the park site. He said that they have worked with many groups in 36 developing this proposal. The concept plan addresses previous concerns about the amount of acreage 37 for the park and the appraised value of this area which the County will continue to own. The agenda 38 abstract addresses the concern about additional parking for County use. On June 14, the 39 Occoneechee Tribe plans to do a ground blessing. The tribe will provide all funding for the Indian 40 Village. He asked that this be made a part of the County's master park plan. John Link said that the 41 lower part of the parking lot floods once every two years. He indicated this on the map of the park site. 42 Commissioner Halkiotis expressed a concern about the pavilion being under water. John Link said that 43 the 100 foot flood should not approach the area where the pavilion will be located. 44 45 A motion was made by Chair Crowther, seconded by Commissioner Carey to approve the use 46 of County land located south and east of the new County Courthouse as shown on the map, as a park 47 site. PP g P y Sm g BACKGROUND: In June 1995, the Board of Commissioners adopted a policy regazding the recognition of acts of heroism in Orange County. The Emergency Medical Services Advisory Council was assigned the responsibility for developing recommendations from time to time to the Boazd of Commissioners concerning the presentation of awadds to individuals who have performed heroic acts. During a series of meetings in 1996-97, the EMS Advisory Council developed a proposal for a more detailed policy that addresses review criteria for acts or service suggested for heroism awards, and identifies several different levels of awards. The Council also reviewed reports of several heroic acts and developed recommendations regarding awadds to individuals for these acts. The Council's review was performed in the context of the recommendations the Council developed to refine the existing policy recognizing heroism. If the Board of Commissioners approves the revised policy, the recommendations for heroism awadds could be brought for the Boazd's consideration at the next, or some subsequent, regulaz meeting of the Boazd. VOTE: UNANIMOUS A motion was made by Commissioner Crowther, seconded by Commissioner Halkiotis to adopt the revisions to the Personnel Ordinance as presented. VOTE: UNANIMOUS C. INTERIM EXPANSION OF LANDFILL OWNERS GROUP John Link explained that the governing bodies established this spring the Landfill Reorganization Working Group to consider and develop recommendations on the best structure for intergovernmental cooperation in the ownership and financing of the next landfill. Because of upcoming issues that must be addressed, the LOG is asking each governing body to consider an interim expansion of the current LOG with the understanding that more fundamental and permanent changes will be made later. Each of the owners would be represented by two or three elected officials. Each owner would cast only one vote, but the additional members would help expand their perspective and bring the governing bodies closer to the development of final policy recommendations. A motion was made by Commissioner Crowther, seconded by Chair Carey to approve the interim expansion of the LOG as stated above and to appoint Commissioners Halkiotis and Willhoit to serve on this expanded LOG Committee . VOTE: UNANIMOUS D. BID AWARD/CONTRACT APPROVAL FOR -THE SADDLE CLUB ROAD SOLID WASTE CONVENIENCE CENTER CONSTRUCTION Bids for the Saddle Club Road Center were much higher than expected. A motion was made by Commissioner Crowther, seconded by Commissioner Halkiotis to postpone a bid award decision until August 3 and forward comments to the County Manager before that time.
